General Manager, Scientific Director, Medical Director, Operations Director and Administrative Director. The Steering and Audit Committee, the Technical and Scientific Committee, the Board of Auditors

The Director General

Paolo Bordon, as Director General of the Bologna Local Health Unit, is also the Director General of the ISNB.

The Director General of ISNB is the legal representative of the Institute and assumes overall responsibility for its management, in accordance with the principles of good governance and transparency of the administration, according to criteria of effectiveness, efficiency and economy.

The Director General also:

  • ensures the pursuit of the Institute's aims by making use of the activities of the bodies and organisational structures assigned to it.
  • identifies the areas of competence and management activities to be delegated to the Directorates of the Institute.
  • takes note of the names of the members of the Technical and Scientific Committee, as approved by the Steering and Monitoring Board.
  • appoints the heads of the Institute's various departments, either directly or through the use of formalised delegation.

In view of the Institute's dual role as a research and assistance institute, the General Manager, having consulted the Administrative Director and the Company's Health Director, and having obtained the opinion of the Scientific Director and the Company's Board of Directors for the parts falling within their respective spheres of competence, adopts the annual and multiannual programming of activities (Strategic Plan) for the governance of the Institute.

The Scientific Director

Raffaele Lodi is the scientific director of the IRCCS Istituto delle Scienze Neurologiche of the Azienda USL di Bologna.

The Scientific Director is appointed by the Ministry of Health, after hearing the President of the Emilia-Romagna Region.
The Scientific Director presides over the Scientific Technical Committee and expresses an obligatory opinion to the General Director on decisions concerning annual and multi-year activity programmes (multi-year Strategic Plan), clinical and scientific activities and the recruitment and use of research staff.

The Scientific Director also:

  • prepares a research development plan, shared with the Scientific Technical Committee, to be included in the Strategic Plan drawn up by the CIV.
  • promotes, coordinates and manages the Institute's research activities in accordance with the National Research Programme.
  • promotes and coordinates the Institute's scientific research activities, managing the resources allocated in accordance with national and regional planning and implementing the multi-year Strategic Plan, authorised by the Director General on the proposal of the Steering and Monitoring Board.
  • represents the Institute in relations with organisations and institutions for the performance of scientific and training activities.
  • promotes, in agreement with the Director of Operations, the organisation of scientific conferences, initiatives for the dissemination of research activities and other initiatives for the professional updating and training of the staff assigned to the Institute.
  • draws up the annual report on the Institute's scientific activity.
  • participates, as a guest, in the Board of Directors of the Bologna Local Health Unit.
  • identifies, without further charge, the Deputy Scientific Director to act as deputy in case of absence or impediment and informs the Executive Board.

The deputy scientific director of the ISNB is Roberto Piperno.

The Chief Operating Officer

Pietro Cortelli is ISNB's Director of Operations, with delegated powers from the Director General.

The Director of Operations is appointed by the Director General, from among the Directors of Complex Structures belonging to the Institute. His term of office is no less than three and no more than five years.

The Chief Operating Officer is responsible for implementing the annual and multi-year activity programmes (Strategic Plan) and for achieving the Institute's overall objectives.
In particular, it must ensure:

  • the provision of clinical and instrumental services, in accordance with the risk management programme and quality and clinical governance programmes;
  • the management of responsibility assessment paths to promote the valorisation, growth and development of human resources;
  • the organisation and management of the resources allocated to the Institute, for care functions, through the budget process, with full technical, professional and managerial autonomy;
  • the assignment of annual objectives and allocated resources to the individual Operational Units, defined through the budgeting process;
  • the financial management of the resources allocated, including the establishment of the Institute's budget and balance sheet.

The Director of Operations is responsible for the Institute's organisational structure, and arranges for proposals for changes to be made to the Executive Board where appropriate.

In order to perform his duties, the Chief Operating Officer is assisted by a Medical Director, an Administrative Director and an Assistant, Technical and Rehabilitation Manager.

The Medical Director

Pietro Cortelli is the Director of Health Management at ISNB.

The Medical Director assists the Operational Director in the governance of the Institute and directs the health services for organisational and sanitary purposes, collaborates in the implementation of the Strategic Plan and annual objectives and is responsible for

  • the technical evaluation of the efficiency and effectiveness of the healthcare activities provided and of the resources used to achieve the objectives assigned;
  • clinical governance, production, appropriateness, quality, safety of the services provided, clinical risk management, the accreditation process, the application of measures relating to the safety and supervision of staff, hygiene and prevention of hospital infections, medico-legal aspects, management of information flows, the proper exercise of freelance activities;
  • the logistics of the spaces allocated to the Institute.

The Medical Director, in agreement with the Scientific Director, is responsible for the professional development and training of the staff assigned to the Institute. The Institute's Health Directorate, which is responsible for health and hygiene and organisational activities, is a complex structure within the health service.

The Administrative Director

Cristina Gambetti is the Administrative Director of the ISNB.

The Administrative Director

  • assists the Chief Operating Officer in the governance of the Institute and directs the administrative services, ensuring the effective and efficient performance of economic, logistical, technical and legal functions.
  • collaborates in implementing the objectives of the annual and multiannual programming of activities (Strategic Plan).
  • is responsible for the legality of the acts, the correctness, completeness and transparency of the processes of formation of the documents representing the economic, logistical, technical and legal functions.
  • is responsible for the management of human resources and the proper use of the assets at the Institute's disposal, developing the necessary tools for this purpose and carrying out all the obligations laid down by the regulations for the implementation of the Institute's organisational processes.
  • ensures the constant pursuit of quality processes and innovation in management systems, as well as the development and implementation of the networks governing the information system supporting the decision-making activities of the various levels of the Institute's government.

The Administrative Director's responsibility extends to the administrative and economic management of the Institute's scientific activity and the management of relations with the University.

The Care, Technical and Rehabilitation Manager

The governance and management of care, technical and rehabilitation resources is ensured by the Company's Technical and Rehabilitation Department (DATeR), which, within its own organisation, identifies a specific organisational sub-organisation in order to properly oversee the Institute's care aspects.

The Head of DATeR is Piera Colombari.

The Head of DATeR

  • guarantees the overall governance of rehabilitation nursing and technical-sanitary assistance, ensuring the homogeneity of care processes, professional behaviours and training paths, assisting the Operational Director and the Scientific Director in the governance of the Institute and supporting the Health Director
  • proposes to the Institute's management experimental and research projects relating to models of professional activity consistent with the Institute's objectives.

The Steering and Monitoring Council (CIV)

The Steering and Verification Council (CIV) consists of five members: three appointed by the Region, one appointed by the Territorial Social and Health Conference of Bologna, one by the Ministry of Health. One of the members appointed by the Region acts as President.
The Council determines the Institute's strategic and policy guidelines on an annual and multiannual basis (Strategic Plan) and monitors their implementation. The duration of the Strategic Plan may not be less than 3 years or more than 5 years.
The Steering and Audit Committee is also responsible for guiding and controlling the management and development of assets. In particular:

  • promotes synergies with other research centres and universities, promotes ways of collaborating on research projects, the transfer of research results, and gives a mandatory opinion on measures concerning the establishment of or participation in companies, consortia, other bodies and associations)
  • gives its mandatory opinion on the Institute's budget and annual accounts
  • defining the areas of competence and management activities to be delegated to the Institute
  • it expresses its mandatory opinion on the amendments to be submitted to the Directorate-General regarding the Institute's Organisation and Operating Rules and its subsequent amendments and additions
  • submits to the Executive Board the names of the members of the Scientific Technical Committee proposed by the Scientific Director and approved by the Board itself;
    approves its own operating regulations.

The Steering and Review Board is required to give its opinion within thirty days of receipt of the request. The opinion is considered favourable, if not expressed within the deadline. The emoluments of the members of the Board are established in analogy with the emoluments for the same position at the hospital-university companies in the Region.

The Scientific and Technical Committee (STC)

The Scientific Technical Committee is chaired by the Scientific Director, with the participation of the Medical Director by right and the Deputy Scientific Director and the Director of Operations as guests.
The Scientific Technical Committee is composed of eight other members proposed by the Scientific Director and approved by the Steering and Verification Committee, four of whom are chosen from among the OU Directors, the OUOSI and Institute Programme Managers, the Research Line Managers, one chosen from among the medical management staff, one from among the health professions staff with managerial duties, and two from among experts with proven professional experience in neurological sciences from outside the Bologna Local Health Unit.

The Technical Scientific Committee

  • advises and provides technical and scientific support for clinical and research activities
  • is informed by the Scientific Director about the Institute's activities, also in relation to the strategic choices of the Steering and Monitoring Board and the Institute's General Management
  • formulates advisory opinions and proposals on scientific and research programmes and objectives, as well as preliminary opinions on individual scientific initiatives. The opinion is requested whenever scientific activities involving the Institute's facilities or staff are planned (organisation of conferences, internal and external research projects, acceptance of commissioned research, etc.).
  • expresses a binding opinion on the scientific value and compliance with the Institute's mission of each research project

The Board of Auditors

The Institute's Board of Auditors is the same as that of the Azienda USL di Bologna, and consists of three members, one designated by the Region, acting as Chairman, one by the Territorial Social and Health Conference of the Metropolitan City of Bologna, and one by the Ministry of Health.
The Board of Auditors, in addition to exercising its supervisory and control functions over the administrative regularity of the Azienda USL di Bologna, also exercises these functions over the Institute's administrative activities.
In particular:

  • checks the Institute's administration from an economic point of view;
  • supervises compliance with the law;
  • ascertains that the accounts are properly kept and that the separate financial statements conform to the books and records, and carries out periodic cash checks;
  • may carry out acts of inspection and control, including individually;
  • reports periodically, as for the Local Health Unit, on the results of the findings to the Region, the Territorial Social and Health Conference and the Ministry of Health.
